Davant l’actual situació de crisi sanitària derivada de la covid-19 i amb la incertesa de la seva evolució en les properes setmanes, ACA Esport ha pres la decisió de cancel·lar la propera edició de l’Andorra Winter Rally, prova que havia de disputar-se els dies 19 i 20 de desembre.

 

El motiu de la decisió ve motivada per les restriccions de mobilitat en els països veïns amb Andorra i les limitacions per creuar fronteres. L’organització ha valorat també la pressió sobre el sistema sanitari i les restriccions que hi ha actualment en la realització de proves esportives.

 

L’Executiu d’Andorra ha plantejat una modificació de la Llei d’impostos especials per incloure una nova taxa relacionada amb la venda d’hidrocarburs. Aquesta modificació dona compliment als compromisos internacionals contrets amb la signatura de l’Acord de París, que a nivell nacional s’han traslladat amb la Llei de transició energètica i de canvi climàtic (Litecc) i amb la declaració de l’estat d’emergència climàtica.

D’aquesta manera, la modificació del text preveu la implementació d’una càrrega impositiva de 30 euros per tona de diòxid de carboni, en línia amb les recomanacions internacionals. Tanmateix, amb l’objectiu de minimitzar l’impacte de la implementació d’aquesta mesura,15 euros dels quals seran assumits pel Govern mitjançant la corresponent reducció del tipus impositiu vigent i els 15 restants formaran part d’un nou impost al preu del carboni.

Per a la calefacció es preveu una moratòria d’un any i una aplicació progressiva de cinc anys més. L’Executiu és conscient de la situació complexa que viu l’habitatge de lloguer i no vol introduir cap mesura, que ni de manera moderada, pugui incrementar aquesta tensió. Per aquest motiu, mentre no s’apliqui aquesta nova taxa a la calefacció es reforçaran els mecanismes de subvenció per facilitar els projectes de millora l’eficiència energètica dels habitatges i més concretament els projectes de millora dels sistemes de calefacció.
